The Enterprise
Delivery Control Plane

From idea to impact. Governed by design.

TARMAC connects portfolio decisions, architecture, release evidence, production reality, automation, and compliance—without replacing the systems teams already use.

The coordination gap

Delivery does not fail in one tool.
It fails between them.

01

Fragmented evidence

Strategy, work, security, deployment, operations, and value live in systems with different owners and clocks.

02

Implicit governance

Required decisions arrive through institutional memory, manual checklists, and late escalation.

03

Reporting without action

Leaders receive lagging summaries instead of the precise decision that can still change an outcome.

The name is the model

Six capabilities.
One governed loop.

T

Triage

Turn demand and production feedback into an explainable portfolio decision.

A

Architecture

Turn intent into a sound, secure, reusable, and evidenced solution direction.

R

Release

Turn completed work into an explicit production decision with current evidence.

M

Monitoring

Turn service health and business outcomes into the next intervention.

A

Automation & CI/CD

Gather, evaluate, route, reconcile, and accelerate evidence across every pillar.

C

Compliance & Governance

Apply policy, decision rights, exceptions, retention, and audit across every pillar.

Interactive operating model

The delivery spine closes the loop.

Select a pillar to inspect its decision, evidence, and feedback contract.

T

GOVERNED DECISION

Accept demand into portfolio assessment

Clarify intended outcome, sponsor authority, urgency, feasibility, initial risk, and baseline plan before significant delivery capacity is committed.

AAutomation & CI/CDChecks completeness, calculates explainable priority, routes the decision, and starts the SLA.
CCompliance & GovernanceApplies intake policy, data classification, sponsor authority, and risk-tier requirements.

A modern ITPMO

From status collection
to decision enablement.

TRADITIONAL PATTERN

  1. Email and spreadsheet intake
  2. Late architecture meeting
  3. Manual release checklist
  4. Monthly status reconstruction
  5. Audit evidence scramble

TARMAC OPERATING MODEL

  1. Structured triage and decision SLA
  2. Versioned architecture evidence
  3. Connected readiness and blockers
  4. Live portfolio interventions
  5. Retained policy and decision history

TARMAC does not centralize every decision in the ITPMO. It gives the ITPMO a shared operating rhythm while architects, risk owners, release authorities, sponsors, and Finance retain accountability.

Enterprise architecture

A control plane—not another system of work.

Authoritative tools keep their native records. TARMAC governs the cross-system decisions.

01

Evidence with provenance

Every fact carries source, scope, time, freshness, and validation state.

02

Rules with reasons

Versioned policy returns findings, missing conditions, owners, and waiver state.

03

Decisions with accountability

Authorized people decide; TARMAC preserves authority, evidence, rationale, and history.

Transparent value model

Model opportunity.
Do not manufacture savings.

Every output below is a modeled scenario. It is not an observed result, approved business case, or guaranteed saving.

Capacity hypothesis
Delay and risk hypotheses
Confidence and cost

MODELED SCENARIO · NOT A GUARANTEE

Total modeled value$234,000capacity + delay + risk reduction
Capacity released1,000 hours$61,750 modeled value
Cost-of-delay reduction$156,000modeled economic value
Risk-adjusted loss reduction$16,250modeled expected-loss change
Net modeled value$109,00087.2% modeled ROI
Cashable savings$0 assumed

Cash or budget reduction must be confirmed separately by Finance. Capacity released is not automatically a saving.

Calculation and caveats

Capacity = initiatives × baseline hours × improvement × hourly cost × confidence. Delay = accelerated initiatives × weeks × weekly value × confidence. Risk = annual exposure × modeled reduction × confidence. Net value subtracts annual platform cost. Avoided cost, redirected spend, realized benefits, and cashable savings require separate evidence.

Software delivery performance

Five DORA metrics.
No context-free scorecards.

Measure applications or services over time. Improve the system; do not rank unlike teams.

THROUGHPUT 01

Change lead time

Commit to successful production deployment.

THROUGHPUT 02

Deployment frequency

Deployments per period or time between deployments.

THROUGHPUT 03

Failed deployment recovery time

Time to recover from a failed deployment requiring intervention.

INSTABILITY 04

Change fail rate

Deployments requiring immediate intervention.

INSTABILITY 05

Deployment rework rate

Unplanned deployments resulting from a production incident.
